The EIB, the European Union's bank, is seeking to recruit for its Projects’ Directorate (PJ)  - Environment and Territorial Development Department (ETD) - Urban Development Division (URBDEV), at its headquarters in Luxembourg, a:  

Sector Urban Development Specialist – Urban Development Division

This is a full time position at grade 5/6

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

 

Purpose

The Urban Development Specialist will work within multi-disciplinary teams on the preparation, appraisal and implementation of projects in accordance with EIB procedures, located mainly in the EU but also in EU southern neighbourhood countries and other EIB countries of operation. 

Operating Network

The Sector Specialist will report to the Head of the Urban Development Division and work closely with other professional staff of the Environment and Territorial Development (ETD) Department, as well as other PJ Departments and Bank staff as appropriate, especially those in the Bank’s Lending Directorates.

Projects would generally be in the following areas of activity: multi-sector urban investment programmes, spatially focused urban regeneration, social and affordable housing, public buildings (e.g. cultural, administrative), property development (e.g. shopping centres, congress centres), tourism, urban climate risk management, disaster risk management or response, solid waste management and disposal.

Sector specialists would work across the whole project cycle, with a focus on appraisal, monitoring and completion, but also involvement in origination and structuring.  Regular travel (generally short trips to project locations) would be involved.

Accountabilities

  • Provide independent due diligence and appraisal of projects and programmes in areas including technical, economic, financial, environmental, procurement, demand, implementation, operation.
  • Prepare appraisal reports, inputs to project reports submitted for approval by the Bank’s Management Committee and Board of Directors, and project briefings to management.
  • Provide assistance in the early screening of  investments
  • Monitor the implementation of projects and prepare monitoring and completion reports
  • Track the evolution of the sector, including active representation at selected sector events
  • Liaise with EU institutions, international organisations and other relevant stakeholders on policy development and sector issues
  • Advise promoters on the preparation and implementation of projects (often involving the management of consultants)                                
  • Draft sector studies and policy papers, as required, and take over other horizontal responsibilities related to the sector pipeline

Qualifications

  • Degree (Masters level or above) in Economics, Engineering, Urban Development, Spatial Planning, Public Policy Analysis and Administration, European Studies or other discipline relevant to the sector.
  • At least 5 years of recent and relevant experience in project work in one or more of the areas listed under “Operating Network” above, preferably combining experience in more than one of these areas.
  • Experience of the appraisal and monitoring of projects, of risk analysis, and the preparation or appraisal of feasibility, market and sector studies
  • Experience of working with innovative public and private sector structures would be an asset
  • Experience in appraisal of projects involving guarantees, risk sharing, equity, as well as senior debt, and work with intermediated financing through banks or other intermediaries would be advantageous
  • Experience of working with international financial institutions and familiarity with EU sector policies would be an advantage
  • Proficiency in standard computer applications, especially spreadsheets and presentation software
  • Excellent knowledge of English and/or French and a strong working knowledge of the other (*).
  • Knowledge of other EU  languages would be a distinct advantage, particularly German
  • In relation to the EIB’s contribution to the Economic Resilience Initiative, experience in the preparation of projects supporting urban social, economic and environmental resilience in the Southern Neighbourhood region (eg Morocco, Tunisia, Egypt, Jordan, Lebanon) would be advantageous, although candidates without specific experience in this region are also encouraged to apply.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
